Government contractors paying/receiving kickbacks

US DOJ joins 3 lawsuits alleging that HP, Sun, and others paid and received kickbacks from partners in exchange for preferential treatment on gov contracts - if this did indeed happen - how far up in the organization could management be aware of this practice. In today's regulatory and governance based environment it is amazing that some companies still try to work deals that are so short sighted and irresponsible.
